All of my USB devices randomly disconnect and will sometimes reconnect on their own in 10-20 seconds. Other times when they do not reconnect I have to completely restart the PC to get devices back working. I have tried uninstalling drivers for the USB roothubs and devices with no luck of a fix. I have not seen this issue addressed elsewhere or corrected. Other instances have not been similar to mine and this issue was non existent before upgrading to Win11. I even did a repair install of Win11 with no luck either. Any help or fixes would be greatly appreciated.

I have had the same system and its components with zero issues on windows 10. The issues only started occurring after upgrading to windows 11. I really dont want to downgrade back to Win10 as it took forever to get all of my files restored the way I had previously.
I have the same issue on my Windows 11 machine (23H2, Dell G15 5511 2021), although I cannot establish a direct link to the transition from 10 as in your case. It occurs rarely enough that the restart solution works. But a slight increase in frequency would certainly prompt me to seriously search for a culprit. This random behavior is extremely annoying. Any new insights on this?
I see the same thing on Windows 11. It doesn't matter if I am using a USB 3.0 Powered HUB, USB 2.0 powered hub or the USB ports on the motherboard. This especially seems to happen if I am trying to copy large files from a USB device to my SATA drives, (SSD's). Sometimes it will reconnect on it's own and sometimes all USB device are non-responsive. When it happens if I try to plug in a USB flash drive - nothing it doesn't even acknowledge that I plugged it in. Once I do a complete shutdown the USB ports are responsive again. No I did not have this problem with Windows 10. All hardware and software with the exception of Windows 11 is EXACTLY the same. This doesn't impact my USB keyboard and wireless USB mouse for some reason, but they are plugged into a KVM, but nothing else works.
Please stop wasting our time with busy work and escalate this to development as this is CLEARLY a Windows 11 issue. All my drivers and updates are current.
Thank You
Gordon
