my asus laptop won't reset

I've tried many ways like using the sfc and dism command and on going to my final decision on going back from windows 11 to windows 10 but the only way I can reset my laptop is through using a USB. this is very weird considering I cannot reset my asus laptop through the normal reseting process. what kind of issue could this be? and is there a way to fix the issue to allow me to reset through settings without having to use a USB.

    Here is Asus's instruction:

    While the computer isn’t powered on yet, press and hold the [F2] button of the keyboard, and then press the [Power button] (Do not release F2 button until the BIOS configuration display.).

    Note: For certain older models of desktop computers, it may be necessary to press and hold the [Del] key, and then press the power button to start up, in order to access the BIOS configuration.

    You don't use shift + restart to load up boot menu. Shift + Restart is for to boot recovery environment - if it won't load, that means that environment/partition is missing or bad.. that's exactly why you cannot reset.

    BIOS boot method is different for different brand /models. It is not a Windows feature but a device manufacture feature. What's the brand and model of your computer?

    Like it won't even load up the bios boot menu if I hold shift and press restart.
