I have no option in Bluetooth settings to remove my old phone and I already had gone into my MS account online, the old phone is not even there, not even my new phone is there under Devices in the MS online account profile, neither ever were in there under Devices from just using them with Phone Link. Delete you post.

I wasn't actually able to remove my duplicate device, but I was able to get it reconnected.
Essentially removed Phone Link and Cross Device Services from the PC with Powershell and CMD prompts, deleted associated folders, removed devices... it was a pain in the ****, but eventually worked.
