Windows update failed (Install error 0x800703f1)

So ive had this problem for a long time now.. Windows update will not install and my firewall will not turn on (grayed out). I did a scan in the CMD and it says there is missing or corrupted files. I tried to do a ton of fixes on it an nothing is working. Also my firewall says "update your firewall settings but when i try to click on the use recommended setting its shoots me another error code (0x8007045b). I have a feeling that those 2 problems are connected can anyone help me?

Note: Ive also tried these in the powershell but that didnt work either.

net stop bits
net stop msiserver
Ren C:\Windows\SoftwareDistribution SoftwareDistribution.old

    I'm sorry I've just seen you help a ton of people with this issue and I need help with this issue.
    C:\Windows\System32>reg load HKLM\COMPONENTS c:\windows\system32\config\components

    ERROR: The configuration registry database is corrupt.

    Here is my COMPONENTS
    New folder (2)
    I saw that you posted normal COMPONENTS file earlier but if I click on the link it doesn't exist and I don't really know how I would fix this so if I could get your help that'd be wonderful!

    It'd be amazing if I could get your help!

    Thanks very much for your patience and expertise. I downloaded the rectified components file and placed into the directory as you specified and the system now correctly performs windows update. Apparently I installed the incorrect components file the first time. Your contributions to helping users resolve problems is highly commended and you likely saved me 100 hours of reloading windows, drivers and apps and much frustration.
