According to your description, you are using your computer and after one update, you are experiencing the issue of a blank screen being unavailable in one local administrator account and one non-administrator account at the same time.
I reviewed the screenshots you provided and this is indeed a strange phenomenon.
I note that you had some conversations with an independent consultant and patiently tried out the options therein and then provided feedback accordingly, which is a wonderful quality that transcends most users, and your patience is to be commended.
I also noticed that you seem to have tried creating a new local administrator account, and in the new account, there is no such issue, so it is likely that in the previous account, there was an issue with an incorrect account profile, and usually the solution to such issues is by creating a new local administrator account and doing a file migration.
Please try to do this in the local administrator account where the problem occurred before, and if it doesn't work, please do it in an administrator account that you can use normally.

If you are unable to perform a system restore, please refer to the following steps and try to perform a full system file check
- Search for Command Prompt in the taskbar, right-click on it, and select Run as administrator.
- Enter the following commands one by one, please make sure to execute the next command after the previous one is completed. DISM /Online /Cleanup-Image /ScanHealth DISM /Online /Cleanup-Image /CheckHealth DISM /Online /Cleanup-Image /RestoreHealth SFC /Scannow
- After the scan is complete, you can check the scanning information to see if the problem has been detected and fixed.
If the problem still exists, please refer to the following link to perform an in-place upgrade of your system. The in-place upgrade repairs the system through the system image file, while preserving your data and applications.

If the problem persists, the only way to get around it at the moment is to use a different account and re-download or migrate some of the apps.
This issue needs to be brought to the attention of developers.

Also, I noticed that you mentioned that you seem to have lost some bookmarks, may I ask which browser you lost them in? Do you have account synchronization turned on to back up your bookmarks?
