I've been having this issue since shortly before installing the latest Windows Update last week. Any time I click on a photo within Windows Explorer, a message pops up that simply lists the file path and says "Not Implemented".
This started happening before I installed the update, and it was only upon restarting my computer to solve the issue that the update was installed (I tend to procrastinate updates).
The issue appears to be caused by Explorer. Downloading any random image with my Chrome browser and opening the image from the downloads list successfully opens the image, as does viewing images from within the Photos app itself.
Restarting Explorer from task manager fixes the issue temporarily, but it has always reoccurred after some time. So that's not a permanent fix and having to restart Explorer at least once a day is not ideal. I'm more just worried that this could be the precursor to or symptom of something much more serious. I've never had this problem before, and most issues like this are resolved with a full restart.
I don't know what to do.

I have this problem now too. I recently got the update and have always been able to "open with" photos. Now I get the "not implemented" message. This is infuriating to constantly have to spend so much time on Google finding answers that seem to be caused by Microsoft.
I also had the "Not Implemented" issue which seems to have surfaced just in the last couple of days, after the December 2024 update, for me. I found the Default App was not set, but even after setting it to the Photos app, it didn't fix the issue until I restarted Explorer in Task Manager.
Microsoft asking someone to re-install (refresh) Windows is an extremely inconvenient way of 'fixing' issues -- especially if it is a bug that may re-surface. I suggest that any bug be investigated and fixed properly!
Interestingly, while I had the issue, I copied the image file to the Desktop (as someone else pointed out), and I was able to successfully double-click and view the photo.
As with so many others in this chain of answers I had the same problem. As someone in it pointed out it was that the default app for photoviewing was not set as default app after the last update. Once doing that it worked beautifully, at least for me!
I installed the Photo Legacy App and that solved the problem.
This was very helpful; my default photo viewer was blank, please note when I changed it use the new photo app it did not clear the "not implemented" error messages, when I selected the legacy photo app it works great, and the error went away without needed a reboot
Note to Microsoft: Please fix this bug with the OS and the new photo app.
