I've been having this issue since shortly before installing the latest Windows Update last week. Any time I click on a photo within Windows Explorer, a message pops up that simply lists the file path and says "Not Implemented".
This started happening before I installed the update, and it was only upon restarting my computer to solve the issue that the update was installed (I tend to procrastinate updates).
The issue appears to be caused by Explorer. Downloading any random image with my Chrome browser and opening the image from the downloads list successfully opens the image, as does viewing images from within the Photos app itself.
Restarting Explorer from task manager fixes the issue temporarily, but it has always reoccurred after some time. So that's not a permanent fix and having to restart Explorer at least once a day is not ideal. I'm more just worried that this could be the precursor to or symptom of something much more serious. I've never had this problem before, and most issues like this are resolved with a full restart.
I don't know what to do.

I downloaded a completely different app "One Photo Viewer" to try to fix this problem. And it worked for awhile but now it's back to doing this same Not Implemented error again. So not sure it's a Photos issue entirely.
This has completely derailed my work process. Really wish MS would fix this so I can look at reference images again and not spend hours and hours trying various processes to fix their problem.
Yes, I added the Photos Legacy app in my Windows 10 laptop and the 'not implemented' issue went away.
I notice that yesterday (12 November) that my PC did a Windows 10 update - not yet determined whether that has a fix in it for the original problem. I think I'll stick with the Legacy app; don't want to spend any more time on this issue!

This is working for me, thanks so much to the person who shared it! I don't have words to adequately describe the annoyance factor of this bug.
I found today that my laptop is unaffected by this disaster of a rollout even though it is defaulting to Windows Photo. In default apps under "photo" it says "Set Default App" on my laptop and my photos operate normally.
On my desktop Windows Photo is my default app and I have this problem of opening any JPEG or photo. Is there anyway I can get my Photo App to default to "Set Default App" as my laptop is operating.
