I've been having this issue since shortly before installing the latest Windows Update last week. Any time I click on a photo within Windows Explorer, a message pops up that simply lists the file path and says "Not Implemented".
This started happening before I installed the update, and it was only upon restarting my computer to solve the issue that the update was installed (I tend to procrastinate updates).
The issue appears to be caused by Explorer. Downloading any random image with my Chrome browser and opening the image from the downloads list successfully opens the image, as does viewing images from within the Photos app itself.
Restarting Explorer from task manager fixes the issue temporarily, but it has always reoccurred after some time. So that's not a permanent fix and having to restart Explorer at least once a day is not ideal. I'm more just worried that this could be the precursor to or symptom of something much more serious. I've never had this problem before, and most issues like this are resolved with a full restart.
I don't know what to do.

As others have noted, if you install Photos Legacy from the Windows store, and then right click and use "Open With," you can still view your pictures.
With this said, that Windows has lost the ability to open an image on a double click (and has not pushed out a fix) is either grotesque incompetence or a hamfisted attempt to get people to get off Windows 10 and move to Windows 11.
Either way, not a good look.

Well, that's disturbing. Here it is late January, and they still haven't fixed an issue first reported in October? My simple workaround was to change my default photo app to Snip & Sketch. Does what I need it to do: view and crop. So sad...
I think I may have found a fix. Not to the problem, but just a fix to be able to open my photos.
I opened the current Photos app, went to settings within the app window, scrolled down to where it has an option to download and use Photos Legacy and downloaded it. Once it was installed, I clicked on any photo and that asked my what app I wanted to use to open it. I chose the Photos Legacy app and then checked the box at the bottom to make that my default. Seems to be working so far.
I talked to Microsoft three times. Useless.
First, they had me go into Task Explorer and restart Windows Explorer. Worked. Hung up. But the problem reoccurs 17 minutes after the last successful photo viewing (see my repro steps on 11/10/24). Therefore, I got “not implemented” 17 minutes later.
The second time, they right-clicked a photo, selected Choose an app, and chose Photos. Worked. Hung up. 17 minutes later, got “not implemented.”
Third, they installed some updates. Worked. Had him call me back an hour later. Got “not implemented.”
Gave up on Microsoft.
Then I installed Photos Legacy, per DamonB23's post above (11/5/24).
Then I went into Settings --> Default apps, and changed the default for “Photo viewer” to Photos Legacy.
Haven’t had a problem since.
I just went back and installed Photos legacy and everything works as before. No rebootes needed, etc.

This worked for me also. I downloaded the Photos Legacy app and set it as the default.
