try to go to network and sharing center and find adapter settings to select your network card.
Have you changed in group policies (gpedit) the unsecure guest login to activate?
on some computers this helped to see network neighbourhood.
By the way yesterday I installed another PC with a new iso from the MS website as inplace upgrade and it worked without issues. In addition I could revert all changes I made in gpedit to the default values with my other computers where I had issues in the past months. To me, it seems that MS has solved the issue with the latest iso. May be you try another inplace upgrade with a new iso over your existing 11 24H2?
Another issue I have seen ist that with Ryzen CPUs I needed to switch of virtualisation in Bios (SVM and IOMMU if enabled), to do an succesful inplace upgrade and after its done, enable SVM again. This might only be valid for Asus BIOS and mainboards as with an Intel PC from Asus it doesn't matter if virtualisation was enabled when doing an inplace upgrade
