Windows 11, version 24H2 won't install

My machine is a self built pc based on an Asrock B550 phantom gaming motherboard with anAMD 5600g cpu

Reckon you have to hit Google / Bing on looking for experience on the motherboard and peripherals on 24h2 upgrade. It's where it bails out on the error codes and log. One driver may be OK, another one in the serial number sequence not. That was the issue with the VMD driver that started off once it got upgraded from what I had. Intel wanted to re upgraded after I downgraded it. It's a carry on. It was experience being posted up from the Insider programme several months back that pointed me back to downgrading it. That one in the first boot caused a "blue screen". It turned out at one stage I had quite a few alternative boot lines... none of them worked except the recovery one. Had to delete the rest.

ASUS EZ Update shows my drivers are current. I use Intel Driver Support Assistant to help keep my drivers current, including the Intel CPU.

There are reported issues with Asus. Generally you need to be careful with updating drivers if Microsoft aren't strongly pointing it. Intel can get you on non compliant drivers.

Well my simple explanation of what is going on is that it's like updating from Windows 7 to 10 it only handshakes on specific drivers then on top of this is the memory integrity on the second boot where you need to ditch non compliant drivers and programs. That's an added complication of Windows 11 24h2. Thus doing a complete update to the "latest" can fail on the first boot, then the non compliant drivers it tests against fail on the second boot.

I deleted all the drivers hvciscan identified (mostly for a Logitech webcam I use, but also one which is used to download videos (jaksta)

After all this, hvciscan said no drivers were found as non compliant.

The update still fails with the same code as before

0xc1900101 - 0x20017 failed in safe_os during boot

That's the first boot. HvSCiScan comes in on the 0xx40017 errors on the second boot. 20017 errors are related to duff drivers which you can introduce yourself. So you need to get past that. I was originally past that till a duff one got introdused by updating them. If you have a record of your original drivers you revert back. I did manage to find the first boot error looking at the log files and Googling and found reports of the one I had not working reported in the Insider program.
