This error will not go away I kid you not. After increasing my recovery partition to 1GB and yet still there, ive already digged into the web deep enough and yet not even working. And no, I don't use bitlocker, just please get this annoyance off.

These 2 updates are the reason holding me back from updating windows properly

You can update the WinREVersion registry value here if it's not already updated.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion

Hopefully, WU will no longer offer that update.

    Update:

    I just found that the DISM log still shows the "Not enough memory resources are available to complete this operation." error when the WinRE image is unloaded.

    Let's try an offline installation.

    1. Download the WinRE update .cab file from here: https://catalog.s.download.windowsupdate.com/d/msdownload/update/software/crup/2025/01/windows10.0-kb5050199-x64_5c9d9cea71001edfbb308523a292b530d53ed415.cab
    2. Save it to a folder in the C drive -- e.g., C:\WinRE
    3. Delete or rename the "C:$WinREAgent" folder.
    4. Run these commands:

    reagentc /disable

    reagentc /info

    *xcopy /h c:\windows\system32\recovery\winre.wim C:\WinRE*

    Post the output.
