I know you can change the color of the outline, but I'm not certain about a way to change the thickness.
The color can be changed from Settings > Personalization > Color > Accent Color.

When using Alt+Tab is there any way to make the "selected window" line, a bit bolder or noticeable? its hard to see which one is the selected one.

2023-02-23T08:08:32+00:00 To you perhaps. I'm 56 and wear glasses. I can't see it. Are you? its visibility or otherwise is a matter of opinion. In my opinion, it's not visible. Perhaps you can see it just fine but the fact that I and obviously lots of other people raise this issue proves it's a problem. Stupid comment.

FWIW, my Settings > Personalization > Colors are:
mode: Light
Transparency effect: On
Accent color: Manual > Dark gray
Show accent color on title bars and windows borders: Off

2023-02-22T19:24:28+00:00 Didn't work for me. I wish I could go back to previous windows where Alt-tab was visible and I don't need round corners on windows. If it ain't broke, don't fix it!

2023-02-07T22:20:37+00:00 I just upgraded to Win 11 two days ago, and I CANNOT change the alt-tab outline. Changing the accent color has no effect. And why would I even have to do this? Was it too difficult for Microsoft to design a UI that easy for everyone to see? How about if the selected icon is much larger and stands out? Or how about a thick, multi-colored (dark and light), or dare I say it, blinking, outline? Who would think that a thin, black outline is good enough? Fire the UI lead!!
This is highly annoying!
