The WindowsApps folder is a highly protected (ACLs) folder, and you can't browse it via File Explorer or Command Prompt. However, you can access its subfolders (e.g., C:\Program Files\WindowsApps\Microsoft.SecHealthUI_1000.22000.1.0_neutral__8wekyb3d8bbwe) directly by typing the entire path in the Run dialog.

Do you mean you ran the command I gave in the last reply and still doesn't work? Did you get any error message when running the command in elevated PS?
Reposting the command-line:
Add-AppxPackage -Register -DisableDevelopmentMode "C:\Program Files\WindowsApps\Microsoft.SecHealthUI_1000.22000.1.0_neutral__8wekyb3d8bbwe\AppXManifest.xml"
Note that it's different from the 1st command.

Sadly, I don't have access, even with my elevated credentials, to view the contents of the C:\Program Files\WindowsApps folder, but I can confirm that I am still receiving the original error when attempting to open the Windows Security dashboard: "You'll need a new app to open this windowsdefender link".
