Laptop Becomes unusable when unplugged

Hey , I laptop becomes so slow(almost unusable when not puggled in to charger). It is happening from tomorrow when I installed GIMP , VLC , 7 Zip, Paint 3D , 3D viewer , bitdefender parental control simultaneously on my pc , I am not sure that it is happening from the installation only . As when plugged in I am not noticing any drop in the performance of my pc . Only in taskmanager I haven't found any process running from these apps except the bitdefender parental control . Also I noted from taskmanager when plugged in my cpu is normally(without any heavy process running in backround) working at a clock speed of3.60 GHz but when not plugged in its speed is about 0.59 GHz

Close Control Panel

Click your Start Button, then just type cmd

On the resulting list, right click Command Prompt and select 'Run as Administrator'

Paste this command into Command prompt and press Enter:

powercfg -restoredefaultschemes

When that command completes, close Command prompt and restart (not shut down) your PC.

    Also they said turbo boost automatically tries to increase clock speed when the os send command to processor . The agent even said that intel firware automatically decide when to respond the os command by increasing power or not . If the clock speed isn't increasing if turbo boost is on .It means the device currently don't requires improved speed or the os isn't given the command to processor or intel firware decided to not respond to command because it may think as unnecessary

    Lastly they said turbo boost is not responsible for this issue . It is some OS issue

    I contacted hp they said intel turbo boost is by default enabled to check its current state I have to download  Intel® Turbo Boost Technology Monitor I clicked on the link and unable to find it , HP said they aren't able to fix the issue with the link as it is not hp website.

    Also , they suggested to me to send the device to service center for checking the device , but I can't as it very old device without warranty and I don't want to spend money for this old device

    Okay, you will need to contact HP Support and tell them you need to enable that setting, there is no other way to enable it.
