Okay, this sounds great...at least some progress. Since I have had this problem for a couple of months, I tried to implement your solution. Problem I found is that "Mark Partitiion as Active" is greyed-out, implying that it is already active, and in any event, there seems to be no way to effect any change here. What am I missing? BTW, I inadvertently found that the "Pause updates for 7 days" can be done multiple times, I think the limit must be 4 times. Right now, my updates are set to resume on Oct 20. Until someone fixes this, that's what I am going to continue to do!

I just ran into the problem yesterday. A clean install of Windows 10 1703. My situation is a little different, in that I dual boot the laptop (Windows 10 and Linux) using a Linux boot loader. When I repartitioned the drive under linux I did not set the windows partition to active. The windows install worked perfectly, and the first few updates also worked just fine. But eventually I received the "could not complete the updates" error. The fix for me was to go into Admin Tools -> Computer management -> Disk management and set the Windows partition to be "Active". After going back into windows updates and selecting "check updates" the updates were correctly applied during the subsequent reboot. I had encountered this years ago and remembered about it this morning. The update process is not as robust as I would like, too many things cause it to break. Anyhow, the laptop patched fully to the latest 1703, I went back into "check updates" and it's now updating to 20H2.

Thank you so much but clarification, no need to do the cmd guys. You just need to delete the files and folders inside of SoftwareDistribution in safemode because deleting them in not safemode. You can't actually do thst because of the restriction that. I also deleted my trash file that cant be deleted in normal mode. Tysm my first time exploring in my pc and it works well.

Basically, people

If you tried everything and it didn't work, leave as it is for a month (pause/schedule the updates)

The succeeding updates usually get the problem fixed

Welcome to the Microsoft Community!

1-Restart the computer and continue pressing the F8 or Shift + F8 key; the advanced boot screen will open in front of you.

2- Now select "Choose an option" and choose the "Solve problems" option, then go to "Advanced options" and press the number corresponding to Safe mode.

3- After booting the system in safe mode, open the command prompt and run these commands

net stop wuauserv

4- Now you need to go to a mass distribution and delete your content. Go to the next path to find a mass distribution.

C: Windows SoftwareDistribution
Delete all files and subfolders in this folder.

Now restart your computer and the updates could not be completed. Undo changes, do not turn off the computer in Windows 10 will be fixed.

Try the steps above in safe mode.

If it doesn't work, try the solutions below:

If you have an antivirus installed or more than one, I suggest you uninstall it through the Control Panel under the Programs and Features icon or temporarily disable it through the antivirus settings itself.

Note: Many antiviruses have their own removal tool. Visit the Installed Software website for more information. Your system will not be left unprotected because Windows has its own security system that automatically enables it as soon as you restart your computer.

Perform troubleshooting:

1- Go to search, type in troubleshooting and open troubleshooting.
2- Select Show all in the left panel.
3- Open Windows Update and follow further instructions.
4- Restart your computer and try to install the update again.

Hide Windows update

1- Open the Control Panel and click the Windows Update icon.
2- After Windows updates or you check for updates, click link ... update (s) is available.
3- Right-click on a listed Windows Update that you want to hide, then click Hide Update.
4- If prompted by UAC, then click Yes or enter the administrator password.
5- You will now notice that the Windows Update eyepiece is grayed out. Repeat steps 3 and 4 to hide another Windows Update. When finished, click / tap OK.
