I face again an issue on my desktop since Windows 10 20H2 update. Stuttering twice per second : mouse move is blocked for an instant, video and sound stutter constantly. Computer not usable anymore except for basic functions.
I tried many things , including updating drivers , removing almost all old software, clean restart etc... following advices from other threads. Task manager "processus" tab shows it comes from high level of "system interrupt" ("Interruptions systeme" in French) .I could not determine the root cause.
Note also stutter disappear completely after rollback to Windows 10 previous version. However staying in previous Windows 10 version is not sustainable : we are currently forced to update .
Note that stutters is still present after safe boot restart.
Eventually I got rid of the stutter temporarily (comes again every few minutes instead of twice per second) after a SAFE BOOT restart (msconfig / start) followed immediately by a NORMAL RESTART . I do not dare to restart normally again, so I use the "sleep" (mise en veille in French) mode at night to keep it workable.
PLEASE MICROSOFT do your upmost to deliver fix ! Do you have another suggestion ?

I found the same problem right after the update KB4589212. Not sure if this is the sole source of the issue. In any event, I disabled the CD/DVD drive and the problem disappeared. Re-enable CD/DVD still working - this happened more than once - as I purged the system trying to find the hiccup. Also noted a marked slow down of the system - editing e-mail...writing this note, etc...

After I updated to 20H2, my company has been stuttering non stop and cant even do the bare minimum stuff without feeling frustrated.
Went through weeks of guide and advice on how to solve it but it did not work. Until I chance upon your answer. I was like thinking, how can a CD/DVD drive be affecting the whole computer, i was like what the hell what do i have to lose. the instant I disabled the drive, the whole com was back to normal.

Yes, the 20H2 update caused my system to crash twice - once resulted in a loss of one year of data. A an attempted roll-back had no effect - the update made a change to one of more files that are now permanent.
Which disabling the CD/DVD does address one issue - the lag in response time of the system remains, as if there is a system interrupt issue - I haven't found the cause yet. I do run Office 2016 and I am wondering if that is the problem child. Office is a mainstay of my work but I am not inclined to switch over to "365" I could re-install Office 2016 but I am also thinking of just purging the system...reformat the HDD and reinstall everything.
Like you I am beginning to believe that the MS folks won't waste their time on this issue but I am also of the opinion that the 20H2 update is a problem child - heck, my MS Surface computer fails each time the update is run - it simply won't install. The recovery after failure (stuck at 94%) - has worked so far.
I haven't found a good utility to "clean-up" the left over garbage

Was at a total loss as to what was causing this. Have tried to update to 20H2 a couple of times already, but encountered this issue each time, so rolled back each time hoping it would be fixed ultimately, but never was. Sounds like it might be a corner case affecting a minority of users and is not something that will get officially fixed. I'm hoping I don't need to keep disabling/enabling the DVD drive from now on, but at least that gives me something to focus on and try to update (driver/hardware), should that happen. I will be adding 'enabling/disabling drives' to my window updates troubleshooting strategy (and pretty near the start) from now on! I cringe thinking about what the next major update will do to my system...

In truth - the work-around isn't based on my drilling down, I saw it someplace. The issue is due to a hiccup in one of the updates, I wish MS would resolve it.
It was nice to see that a forum member was eager to assit with the SFC & DISM items - but again, this is pointing to an issue with the OS and the update.
Like you, I am heading to a point where I will have to purge the system - format the HD and do a clean install as the incremental refresh installs didn't resolve the underling problems. The bad thought is that I may end up in the same place after the clean install...this would not be good as I have a University who really would not like to get in the middle of this.
