Could you please contact support.microsoft.com/contactus, press get help, then type in talk to agent.
Choose Unlisted, Accounts & Billing. Click next, then it will ask you to chat or phone call.
Don't worry, it will work, just did it a few days ago, make sure you are signed in with PERSONAL Account not Work Account.
