When my Dell inspiration 3595 laptop boots its not showing the windows 10 boot logo. After the dell logo black screen with loading circle appears and start, not showing window 10 LOGO .how to fix it ?

I have a definitive answer from wiser heads than mine.
If you’re using legacy boot then you’ll see the Windows logo.
If you’re using the newer UEFI boot then you’ll see the manufacturer’s logo.
If you wish to return to Windows boot animation then you need to go back to legacy boot:
This means converting the gpt disk to mbr.
I hope this finally answers the question.
But i spoke with dell support and they say -:This is working as designed. The boot time is faster compared to old operating systems. This is the reason you do not see any logo.
Is it possible ?
It might, as that simple act works on many machines. If it does not, please read the rest of my last reply on what needs to be done.

Older computers that have a legacy non-UEFI BIOS will always display the default logo. Since you have a new computer with a UEFI BIOS, the BIOS in conjunction with the OS, displays what you see. To attempt to loosen the restrictions, you need to go into your UEFI BIOS during bootup. This process varies based on manufacturer and model. On my Dell I can press F2 or F12 then select BIOS Setup. Once there, I select Secure Boot - Secure Boot Enable then uncheck Secure Boot Enable. If you have legacy mode separate, enable it.
If this does not revert the logo (it actually does not in my latest DELL laptop since a legacy mode does not exist but does on older ones), there is likely no (documented/available) way to revert the computer from displaying the stored DELL BGRT logo in your DELL UEFI BIOS. The solution to change it requires you to modify your BIOS either using tools provided by DELL (if one is available for your model) or third-party created tools like HackBGRT [github.com]. Doing so is at your own risk, as either performing the process incorrectly or failures in that software could brick your computer. You may want to reach out to DELL support before you consider this approach.
