This also just started happening to me a few days ago. I have tried everything, including re-starting the computer and doing a Windows update.
Has anyone resolved this issue?

My computer (Windows 10, 64-bit Build 19041) is constantly waking up from sleep and then going back to sleep for a short time only to repeat the cycle. I ran sleep diagnostics on the Windows PowerShell as administrator i.e. powercfg /systemsleepdiagnostics. The report from yesterday (5/31/2020) indicates that my computer awoke from sleep 50-55 times during the course of the day until at about 8:00 p.m., I decided that it was better to fully shut down the computer rather than have these continued cycles. The common thread in all these awakenings from sleep is MoUSO Core Worker Process (MoUsoCoreWorker.exe).

Why is this happening and what can I do to eliminate this totally annoying phenomena?

I restarted the Windows Update service and MoUSO Core Worker Process (MoUsoCoreWorker.exe) was removed from Execution using the powercfg command. I also updated Windows 10 Home 20H2 19042.572, restarted the computer and still did not sleep. I had adjusted the power setting 2 weeks ago and the computer slept that week. Then last Monday, today is Sunday 1 November, the computer stopped sleeping. I don't understand what the issue is. I am going to try and stop the process in task manager.
I'm seeing the same issue on build 19042 (20H2). If you're experiencing this issue, please upvote this one: https://aka.ms/AAa4jaf

It happened again today, but at least I could install the updates without restarting the Windows Update service this time.
Can't say I'm having the *exact* issue you are, but there's definitely a lot of sleep-related bugs filed, some with MS acknowledgement of issue/fix.
I'm definitely seeing 2 distinct sleep issues on v2004 that weren't an issue on v1909:
