This is a summary of the cumulative updates released on July 14th for all the supported consumer releases of Windows 10.

Servicing Stack Updates

It is recommended to install Servicing stack updates before installing the cumulative updates. This update makes quality improvements to the servicing stack, which is the component that installs Windows updates. Servicing stack updates (SSU) makes sure that you have a robust and reliable servicing stack so that your devices can receive and install Microsoft updates.

Known Issues

  • Known issues with KB4565503(2004): When using some apps, such as Microsoft Excel, users of the Microsoft Input Method Editor (IME) for Chinese and Japanese might receive an error, or the app might stop responding or close when attempting to drag using the mouse.For more information and workaround steps, please see KB4564002.
  • Known issues with KB4565483 (1903/1909): After installing this update on a Windows 10 device with a wireless wide area network (WWAN) LTE modem, reaching the internet might not be possible. However, the Network Connectivity Status Indicator (NCSI) in the notification area might still indicate that you are connected to the internet. We are working on a resolution and will provide an update in an upcoming release.
  • Known issues with KB4558998(1809): After installing KB4493509, devices with some Asian language packs installed may receive the error, "0x800f0982 - PSFX_E_MATCHING_COMPONENT_NOT_FOUND."Uninstall and reinstall any recently added language packs. For instructions, see Manage the input and display language settings in Windows 10. Select Check for Updates and install the April 2019 Cumulative Update. For instructions, see Update Windows 10.

    Issue After installing windows update to Windows 10, version 1909

    My laptop external monitor is no longer working properly

    When ever a UAC request is made or a windows notification pops up, the external monitor goes dark.  

    Rebooting computer solve it but only briefly.

    I have uninstalled the display adapter and reinstalled with no luck. 

    I turned off notifications and that seems to have stopped that issue. 

    I lowered the UAC settings in Control Panel to lowest lever and no luck'

    Trying to change the display monitor monitor settings also makes the screen dark

    It was working perfectly fine before last nights update. 

    Any assistance would be helpful.

    Windows 10 2004 -KB4565503 Build 19041.388

    • freezing OS, freezing programs, defender doesn't turn on at all, and only the first letter is recorded when typing into the Windows File Explorer search bar, and control panel search bar.

    As soon as I updated it all went bad, very quickly.

    I'm on a new 1TB Samsung SSD, RTX2060 i7 9th Gen, 32GB RAM that was super fast until this update.

    With a separate 500GB Samsung 960 SSD dedicated to Windows.

    I've wasted 3, 12 hour days trying many many many suggestions from

    • sfc, dism,
    • various registry lines with values of 4, 2 and 0,
    • I don't have a 3rd party antivirus, or 3rd party spyware/malware programs
    • I don't have malware, virus or spyware before this update 3 days ago
    • I've tried hidden admin, safe mode
    • downloading and trying to install the build again
    • rolling back won't work because 'it's been more than 10 days'
    • starting and stopping various services.msc
    • admin cmd, renaming catroot folders
    • using msconfig to boot only essential services
    • the trouble shooters do NOT work, they find nothing wrong at all, nothing
    • I've sent many many feedback with screenshots and received silence from microsoft
    • microsoft's help pages are filled with useless and out of date information.
    • Ironically many of the solutions provided by these MVP people on microsoft's community help pages, are links to 3rd party sites (bleepingcomputer; tenforums etc), and NOT microsoft pages. This speaks volumes.

    = lost productivity, no income, no solutions, no going online because I have no anti-virus thanks to this update.

    We're investigating whether a recently deployed update could be the source of this issue. As a workaround, users can utilize Outlook on the web or their mobile clients. Additional details can be found in the admin center under EX218604 and OL218603.

    Same experience. Windows 10 Pro Version 1909, Office 2019 Version 2006. After this update, Outlook crashes at the splash screen.
