What is does interfere with, at least on my computer is running Defender off line scan. I have tried all the forum discussion advice and instructions. When I press scan now, and then do you want to run the app. I press yes and nothing. Doesnt go to your computer will start in 15 second message. My computer seems to think its an update that first needs to be applied. Before Off line scan can run. I could do a quick scan.

I had this problem, but I delete old recovery partition and create new one then try to update and it works for me.

I delete my old recovery partition (500 MB) that was located after D partition then create new one with 1GB size that shrinks from C partition.

For deleting and creating new recovery partition follow instructions from this link maybe it works for you too: https://support.microsoft.com/en-us/topic/kb5028997-instructions-to-manually-resize-your-partition-to-install-the-winre-update-400faa27-9343-461c-ada9-24c8229763bf

You will get future updates. You don't have to do anything, just wait/let Windows Update do it's thing.
