I agree with the comments that these actions are going to fail. You are trying to shrink the Recovery Partition when you should be shrinking your main OS Partition by 250MB (really should be at least 1024 MB).
Some advice, you should go back through all the pages of this post and read about how to do this process properly. Also, these directions are for a GPT drive, hope this is what you have. Delete your previous attempts, make sure you are deleting the right partition first. I have never had any success with the quick format command. Just use the Format command. If you are not familiar with working in Diskpart and the Command Line commands, I would suggest you don't do this. The YouTube video is pretty good, need to just slow down, read, and understand what is being done.
