I had the same issue and I followed the directions in the following article kb5028997 and recreated the partition with 1.5GB of space this allowed the update to complete.
Windows update (KB5034441) Error (0x80070643)
When I tried to install the windows update "2024-01 Security Update for Windows 10 Version 22H2 for x64-based Systems (KB5034441)" I received the error code (0x80070643).
I have already tried, restarting my computer, waiting a bit before retrying, running a memory diagnostic check, checking all my drivers for updates, installing optional updates, and running a malware scan.
When I tried to run the windows update troubleshooter it said "diagnosing problems" but never fixed them and I was still unable to install the update after running the trouble shooter.
Any help would be appreciated.

2024-02-13T17:29:19+00:00 For me, the issue is different from that faulty update, every time I press the update, something happens to my operating system, now the power option is disabled and I can't disable the antivirus, it turns on soon.

2024-02-13T17:25:25+00:00 I'm still getting the almost-daily security intelligence updates. Then it tries to install the 2H22 Security Update (categorized as a quality update) from the bad KB and errors out.
So I'm getting those daily updates but I'm guessing this quality update is blocking other ones from downloading and installing.
