It's not just you who had the issue. A lot of PCs have been affected and not even my own problem was solved with one in-place upgrade. So keep your calm, in-place upgrade works for some doesn't for others

Using the 2004 iso image for a clean install or in place upgrade is not advised since this is the same image that started update problems for the 3 last months.
I would even wait for the next 20H2 iso to be proven to be safe in the field before using it for a repair.
If it ain't broken don't fix it ( from unknown but wise guy)
