HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\NlaSvc\Parameters\Internet
and modify: EnableActiveProbing
then change "Value data" from "0" to "1"
and restart your computer

I am running on Windows 10 Enterprise, Version 2004, OS Build 19041.264.
I recently changed to the Windows Insider Program and updated Windows. In the taskbar, the Wi-Fi icon shows No Internet Access, but I have a stable internet connection wirelessly (Ex: I can browse the internet, ping IP Addresses, etc.). Another problem is when I try to open Cortana it also says that I have no internet connection (By the way, I can also open Microsoft's website).
As I know Windows checks internet connectivity with this URL: http://msftconnecttest.com/connecttest.txt. But this gives Error 404, File Not Found. Maybe it is because of this?

Months ago I was going crazy and I setup dual boot, installed Windows 10 November 2019 Update (W10 v1909 (19H2) ISO), updated drivers, installed the same A/V, security s/w, O&O ShutUp, tweaks, hosts file, driver versions, etc. The network connectivity NCSI NLA bug issue problem and instability applies to ALL versions of Windows 10 EG. 1903 (19H1) - I have issues/tickets going back a couple years for clients.
My Win10 OS build is: 10.0.19042.804 (20H2) which was experiencing issues! (start > run > cmd > type 'ver'). (Please write build no. & version, not just '2004'). :P
For example, the NCSI NLA service attempts to probe 131.107.255.255, fd3e:4f5a:5b81::1, dns.msftncsi.com, ipv6.msftconnecttest.com, etc.
Most of these entries do *not* respond for me - could be anything: hosts file, Kaspersky A/V, AdGuard, ISP or DNS server! It doesn't matter. Regardless, Microsoft badly configured the service causing it to be volatile and highly unreliable w/ defaults.
Follow these 5 steps to reconnect your internet!

Other symptomsto identify the solution for "No Internet, Secured"?
- Windows 10 apps will not load or work.
- Windows 10 Store will update apps but not install new apps.
- Slow, delayed or no Windows Updates.
- Microsoft Office 365 pop-up logins Fail (inc. OneDrive).
- Adobe Creative Cloud cannot connect.
- Spotify, Netflix, Whatsapp, Telegram, MS Store apps cannot connect.
- Cannot establish connection via VPN, or vice-versa.
- etc, etc, etc...
# Opt out of the "Windows Insider Programme" (Settings > Update & Security > Win Insider Programme) or use a group policy editor.
# Perform regular full system backups!
# Keep a backup of the "Windows 10 November 2019 Update" (1909 at 2019.11.12 / v10.0.18363.418 / 19H2) ISO file.
# Stay on OS 1909 version (build 18363.418) (19H2) and change settings to prevent updating!
# I recommend using software to install important critical security updates "KBxxxxx.exe" manually - allowing you to pick and choose what to install or skip.
# Create a blank template of Win10 1909. Clone the VM (virtual machine) and before installing any apps, drivers, etc. do it first within the VM! You can keep cloning your template VM with all the desired customisations made, should Windows be updated. etc. You can then continue to work within the VM should you have any issues outside.
