Yes  a few people responded in agreement and said

Microsoft offers a free app in the app store - "photo and Video" import - It works. 

I did not try this yet but it sounds like a good solution until there is a fix whenever that may be.

With mine; It does the same if i try to import from my dslr so its NOT solely an iPhone problem..

Hi from London! Yes, everything that this post has described has happened to me, and again it's recent. It's very frustrating but the posts clearly identify it as a Microsoft update issue. Like most I've tried all the 'recommendations' and none work so the only way to download from my IPhone is to guess which are my recent photos and download them, with the regular crashes and reboots to try and solve or workaround.

Microsoft, get to work and issue an update that fixes this problem, and fast!

This app is NOT made by Microsoft but it DOES work! It also does have ads, and unfortunately you can't choose where or how it stores imported photos, but at least it imports them.

The built in Windows Photos app is constantly crashing on my parents Windows 10 machine the past few months when trying to import from an SD card, and as a pc tech I could not get anything to fix it. Using the "photo and video import" app works just fine.

The Photo & Video Import app allows you to select Import All or Import New.
