(1) Which model Lenovo is it? Some have an Intel processor & some are AMD (the bad guy), but I'm unsure it really matters.
(2) "I have a USB recovery drive and even when I plug that in and try to boot into recovery mode nothing happens."
(a) Do you mean you can't boot to it - or it does boot but nothing on it will work?
For a Lenovo, the PF key for the Boot Options menu might be PF12, but varies by model.
(b) Did you make it on this computer when the version was 1909?
A recovery drive should match the version of the installed Windows, but I guess 1903 might be a match.
(3) Anyway, make an Installation USB drive as I posted to DustyKing1738. That one must match or exceed the installed version. You will have to be able to boot to it to either try its recovery environment or to do a clean install.
