Before installing this update, you would be offered KB4538674 which is the latest servicing stack update. If one wants to install the cumulative update manually, installing KB4538674 is strongly recommended.

Update 02/22/2020:

Additional Information for users hitting temporary profile issue on 21/02/2020:

Microsoft is aware of some customers logging into temporary profile after installing KB4532693, on both versions 1903 and 1909.

  • Rebooting into Safe Mode* and then starting back in normal Mode should resolve this issue for most customers.
  • You may uninstall any secure banking software or anti-virus in the temporary profile which may resolve this if the above steps do not help.

*To boot into Safe mode, Click Shift+Restart button on the login screen, select Advanced options>Startup Settings>Select 1 for the booting to safe mode. Restarting the computer should start the computer in normal mode. For booting into Safe mode, you would be asked for a password instead of a PIN if you have set.

    I've had the same problem, only EVERYTHING is gone, all pictures, files, documents, everything.  I've since taken off what updates I could, some won't unload.  And have been trying to download my IDrive back-up, but that's been troubling too.  I'm now into the 3rd try at 53 hours and still going.

    So after following all thier useless suggestions and working on problems for days . Here is what finally worked . Make a restore disk from another working windows 10 computer  ( i tried crom dead computer several times at restore screen ) boot computer from disk and restore to last system recovery image . All the other FIXES they told me did not work . Luckly i had a restore disk i made from another computer . Corrected MBR from partition magic and computer came back up . No lost files . Have 20 plus emails from micro geeks that did not fix issue

    Well im sure after 200 plus updates the courts can find that it is a completely different program then the original product you agreed to . And since you paid for a operating product and nothing has changed on your end . And if you get a judge or jury to agree . Then the EULA is as good as there operating system

    The problems with this update has cost me £300.00!

    Following the download of this update, I was unable to access Windows Defender so then tried to reset, and then refresh, my laptop. As neither of these options worked, I assumed that my HP notebook was infected by a virus. Consequently, I have purchased a new laptop at the cost quoted above.

    What are the plans to compensate customers for financial losses they have suffered as a result of the problems caused by this download?

    You should realize that you are not communicating with Microsoft Employees here. This is not Sumit-Insider MVP's company nor did he create the problem. He invited you to use Feedback Hub because that WOULD get you into contact with an actual Microsoft Engineer. As would posting your question over in the Windows Community and, given your current attitude I would second his motion because I don't see any other fellow Microsoft USERS volunteering to try and help you.
