*UPDATE* March 2021

It appears there is light at the end of the tunnel. MS is working on enhancing the HDR feature on Windows 10 to another level. With that there should be massive improvements in the way its implemented and work with games and the OS (I HOPE). I've personally called MS and escalated this to one of their engineers. Hope is on the way, see article below.

So if you install the latest Nvidia driver 451.48 or later combined with Windows 10 v.2004 it completely fixes the issue for me at least.. I see some post below of users saying it isn't working so I am changing the thread to not fixed.

I've tested past, current versions of Windows and scoured various forums for a fix. This is happening to many many people yet still not fixed... The Windows 10 Volume OSD turns HDR off or appears to have some sort of affect whilst adjusting the volume. When the Windows volume overlay appears on screen while HDR is enabled in fullscreen apps or games, the monitor goes dark. Once the overlay is off screen it turns back on. This is very annoying as I would like to use HDR without my screen turning off in the middle of competitive gaming. Also for what ever reason Nvidia Shadow play or recording doesnt work while HDR is enabled in Windows. Can someone make note of this and please fix it... I know this has been reported before but even on the insider additions of Windows the issues still resides.. :( 

The only temp fix I can find is turning on your mouse trail in the mouse settings in windows.. This eliminates the issue but who the heck wants a mouse trail!

    Same issue, HDR turned on in Windows, when adjusting audio volume in Non-HDR Game with Logitech G910 Keyboard, HDR turns on.

    Shouldn't be keyboard related; Win/Superkey+G (Game Overlay by Windows) => same issue.

    (Everything regarding HDR in Windows turned on)

    Monitor:

    (2x   BenQ EW3270U  32" 4k HDR)

    With HDR Black text on white background looks kind of unsharp in many apps compared to HDR turned off. (One of the bad examples: Legacy Win10 GUI-Components, Dark Mode programs look fine like Visual Studio)

    How to fix black screens by unnecessary HDR-Mode changing?

    When non-HDR app opened in fullscreen like e.g. the game CSGO, turn HDR off, ignore overlays, any overlay forcing HDR should be calculated down to non-HDR and it should not force my screen to turn on HDR again, when changing mode I get ~3s black screen...

    Additionally a option per App HDR, or even per Subapp like a Chromium Tab for YouTube or Netflix;

    just an option to turn on HDR if available for the current main (sub)app excluding volume bars and so on.

    Example:

    I just want to open Netflix app, YouTube Tab, Prime Video Tab, the Website or App returns true on the HDR question, screen should turn on HDR if currently opened with focus and in Window Fullscreen, Fullscreen-Window (without borders), Fullscreen.When focusing on secondary screen, the currently HDR turned on main screen should not change mode as well.

    If anything the HDR implementation is getting worse with each Insider Release.

    I just checked the latest and now taskbar previews are black if the taskbar is on another display than my main HDR display.

    colors are all over the place.

    It's completely unusable.

    Even if I want to watch a HDR movie with PotPlayer and MadVR I have to tinker around for 5-10 minutes to get colors and everything right to get HDR working.

    I have an LG 34K950F-B ultrawide monitor and I've been experiencing the same thing. I immediately knew it had something to do with HDR being on, but I find it completely baffling that this is even an issue. I am considering just turning off HDR.

    Same exact issue with my new Dell U3219Q.  As soon as I try to adjust the volume using the wheel on my Logitech G710+ the screen goes black back and forth multiple times for however many notches in the wheel I scrolled that it perceived.  It also does the same thing in Steam when I try to Shift+Tab the Steam Overlay.  Super annoying and the only answer is to turn off 'Play HDR games and apps' in Settings.  There is no other viable solution.  What a weird bug between two things that have nothing to do with each other.  The overlay maybe, but volume adjustment?

    Yea, I just leave it off. Its an expensive feature with zero support from MS. Such  joke. I also get slight flickering when scrolling down on txt or web-pages.. Its just bad implementation of HDR and needs to be fixed.
