How to open heic file

I downloaded photos from i Phone in miccroSD CARD but unable to open. It says download HEIC codecs.  The payment option is in US $ whereas I have Debit/Credit card of Indian Rupee. Please guide

To view HEIC/HEIF file on Windows 10 PC, the following 4 requirements are necessary.

  1. Update Windows 10 to 1809 or later
  2. In Microsoft Store, get the 'Microsoft Photos' (Released by Microsoft and Free) , and set it as Windows Default Photo Viewer
  3. In Microsoft Store, get the 'HEIF Image Extensions' (Released by Microsoft and Free)
  4. In Microsoft Store, get the 'HEVC Video Extensions from Device Manufacturer' (Released by Microsoft and Free)

Please note, there are 2 versions of 'HEVC Video Extensions', one you have to pay for $1, another is free, get the free one from the following URL:

CAN SOMEONE MAKE THIS A STICKY??? (4th time of posting...)

    When I click above link, and click [GET] it goes to the HEIF Image Extension download page, and at the top left says 'This Product is installed". 

    When I open file explorer in a directory with HEIC files, and double click one, Microsoft Photos app says "We can't open this file".   I sent it to a friend, he opens it fine.

    No, I won't install a 3rd party app, especially "includes in-app purchases".  That is bad enough on my phone/tablet, no way I'm going that direction on my Windows 10 PC!

    But thanks for any ideas that work.

    P.S. Does the app use Direct X or Open GL?  I assume DirectX, since that seems to be Microsoft.

    dxdiag says I have Direct X 12

    I have found a solution. Just go to camera settings for iPhone and change high efficiency or something to most compatible so that it becomes JPG again.
