How to open heic file

I downloaded photos from i Phone in miccroSD CARD but unable to open. It says download HEIC codecs. The payment option is in US $ whereas I have Debit/Credit card of Indian Rupee. Please guide

To view HEIC/HEIF file on Windows 10 PC, the following 4 requirements are necessary.

Update Windows 10 to 1809 or later
In Microsoft Store, get the 'Microsoft Photos' (Released by Microsoft and Free) , and set it as Windows Default Photo Viewer
In Microsoft Store, get the 'HEIF Image Extensions' (Released by Microsoft and Free)
In Microsoft Store, get the 'HEVC Video Extensions from Device Manufacturer' (Released by Microsoft and Free)

Please note, there are 2 versions of 'HEVC Video Extensions', one you have to pay for $1, another is free, get the free one from the following URL:

Yaaaayyyyy!!!!

This did it for me.

I also had downloaded the HEIF image extension, but the free HEVC was no longer available for free so i thought i'd skip it since I used VLC for the living pictures viewer. As soon as i bought the HEVC extension it worked.

Dumb microsoft.

I did manage to get an extension of sorts to work through a variety of troubleshooting steps. At this point, I can now open photos in the Windows Photo app and see them. What I cannot do, which is unbelievably infuriating, is preview the photos. My thousands of photos of my kids, and the random pictures of carpet and wall my kids take photos of, are all just an identical "HEIC" icon. Try finding a specific photo in a folder that way!! It's exhausting. I can't just search for a photo, I now have to open every single photo to see if it is the one I am searching for or not. I can't easily view a couple photos side by side to see which rapid-shots ended up being a decent take and which had people with their eyes closed.

I hope you are able to find a solution. I hope Windows makes this a priority and fixes it because right now, I'm STRONGLY considering purchasing Apple for my next laptop. My husband has already said we will do that, but I really hope Windows will get their act together and let me continue being a Windows user.

OMG, I had made it to step 4 on my own (eventually) but was only taken to the $1 app, which I felt unsure about downloading on my brand new Windows 10 PC when I could view these files fine on my old Window 7 PC. So I did a little research and found this - Thank you for providing the free HEVC link - works great now. Windows 10 should come with these extensions pre-downloaded, Microsoft!
