System wide stuttering in latest install of windows after a fresh install

Hello,

I recently built a new computer and installed windows 10 on it. After I the first hour or so I started experiencing a system-wide stuttering. It happens while I play games, it happens while I watch Netflix, and it is happening while I type this. It makes any kind of media playback worthless. The audio and video are both effected during the stutters which last less than a second but occur about every 1-2 seconds. I have fully updated all my drivers including the bios, altered power settings, and other things mentioned in some of the older posts on this topic. I've included this snapshot of my setup since it seems to be a popular request on the older forums at least. I am wondering if there are new solutions since none of the ones that have been mentioned in the past have been helpful.

Another thing i did was run it in RAID mode over AHCI. That might help. Try it out before anything.

    Have you tried a different motherboard? We are both using MSI. Will you post a snap shot of speccy if you have it?

    I’ve been also having this problem since October.. MSI x570 Gaming Edge Wifi paired with an MSI GTX 1080ti Duke Edition. Same exact thing you’re experiencing. I’ve tested different RAM sticks, even tested out different PSU. This is super depressing as I have yet to go back to routine streaming and gaming. We need to find a fix for this.

    I don't think this is the cause, although Ill try it when I get home. While the computer is having a stuttering fit and I try to restart the computer the spinning dots will spin to no end. Likewise, when I shut down the system, the screen will turn off but the computer won't actually turn off. The fans still spin and the lights stay on. For these reasons I think its a problem with the computer instead of the cord, but I'll try it anyways just to be sure. 

    I have an AMD motherboard and turned off X-AMP in the bios. I had turned it on originally because my ram clock speed was way below advertised speeds. Now, the motherboard is at default settings except for the boot order.

    Hi Zachary,

    The connection between your card and your Monitor may also affect.

    Did you tried other cable or other sources?

    Like from HDMI, did you tried DVI (If present)

    You can actually try this step as well.
