System wide stuttering in latest install of windows after a fresh install

Hello,

I recently built a new computer and installed windows 10 on it. After I the first hour or so I started experiencing a system-wide stuttering. It happens while I play games, it happens while I watch Netflix, and it is happening while I type this. It makes any kind of media playback worthless. The audio and video are both effected during the stutters which last less than a second but occur about every 1-2 seconds. I have fully updated all my drivers including the bios, altered power settings, and other things mentioned in some of the older posts on this topic. I've included this snapshot of my setup since it seems to be a popular request on the older forums at least. I am wondering if there are new solutions since none of the ones that have been mentioned in the past have been helpful.

Another thing i did was run it in RAID mode over AHCI. That might help. Try it out before anything.

    So I spent this evening reinstalling windows with a clean install. I had a youtube video running in the background so that I would instantly know when the stuttering came back, which it did. The only change was I updated windows and updated my drivers. Up until the graphics driver was installed everything was fine. However, the driver I installed was not the one that was released today (Jan. 6th 2020) but one older. After I again updated the driver the stuttering went away for about 4 hours. A friend and I had been watching netflix the whole time when it started again out of nowhere. 

    Now when I chose to shut down windows from the start menu, the system doesnt shut down. The screen goes dark but the computer does not turn off. The same happens when I try to restart the computer. It hangs for several minutes with the spinning dots. I am now at a loss as to what I should do.

    A clean install is always a good idea. Here are some instructions:

    I think what you should do is a base line, so backup your data, install Windows 10, update it to the latest and run Netflix or something and see if it stutters. If it doesn't, keep adding until you have issues.

    Even a SATA drive that isn't primarily used for Windows can cause similar issues; however, I agree with Windows 10 install.

    I double checked that I have updated all of my drivers multiple times as recently as yesterday. Also windows is installed on a M.2 NVMe drive, which (as you know) doesn't use a SATA cable. The only things I have on my other drives are my game library (SSD) and a few things for backup (HDD). I think that I am going to try to reinstall windows again and carefully add programs instead of dumping information onto windows all at the same time. Do you have any suggestions for better ways to do that than the default way?

    Another thing I was thinking was a bad SATA cable...this can sometimes cause that exact issue
