Windows 10 extremely slow after updating to 1909

I have been using a PC with 800 M Hz AMD Phennom II processor and 8 GB RAM running 64-bit Windows 10 for several years. It has been running great until recently it became extremely slow after Windows update since November.  I noticed that the CPU and Memory usage changed from about 50% to close to 100%. The performance resumed after I restored the system to the earlier version. Today was the 3rd time I did this and I checked the current stable version is 1903, so I guess the problem was caused by the new update 1909. I am afraid it will become slow again after the automatic update. 

Please advise if there is a way to allow me continue to use this computer.

Hello,

Please try these suggestions:

Run System File Checker scan:

  1. Search for 'command prompt' using Cortana or Windows Search.
  2. From results, right click on Command Prompt and select Run as administrator.
  3. Type sfc /scannow command and press Enter key.
  4. Let the command complete and then reboot the machine.

If that doesn't works, try these steps:

  1. Search for 'windows powershell' using Cortana or Windows Search.
  2. From results, choose Windows PowerShell and select Run as administrator.
  3. Then type/paste following and press Enter key:

Repair-WindowsImage -Online -RestoreHealth

  1. Let the command complete, restart your system then.

If problem continues, perform clean boot and remove third-party programs slowing down your system:

Also, try updating to Version 2004 or latest version and see if it helps.

    I am busy, don't have time deal with this trash 1909 or some stupid updates after 1903 295. So just rollback to 1903 295,everything works.

    You are missing the point. If 1909 corrected your 50 problem PC's, then we are so happy for you. This discussion is about thousands (assumed) of PC's that were perfect before 1909 but are now problem PC's.

    Hope you have the point now?

    For what it's worth; after two days lost earnings, I decided to download the 1909 build from Microsoft and do a total reinstall. That alone took me another day of lost earnings. It worked just fine so I downloaded Ubuntu 19.04 and installed as dual boot. That took me less than 1 hour. Ubuntu is now my development OS and Windows for messing around on.

    I have reset my PC and it is still extremely slow.

    The disk usage is always 100% and i have no idea how to solve it.

    First of all I would like to say how is one update just like another? What information do you have to back up your claim that the 1903 update is Just like the 1909(the 1903 screwed alot of peoples' computers up upon implementation). Anyways, I also have had some stuttering on the desktop since the 1909 update, the mouse will freeze in place for an undesignated amount of time below 30 seconds, and I have a Dual Cpu Server board with plenty of ram(64gbs) and Dual Xeons' 2637v2s' an M.2(1tb) drive, and SSd(512gb).  Before the 1909 update I never had these problems and I have added no programs that would cause these issues' to my knowledge.  The m.2 is a month old and the ssd is regularly trimmed, the whole unit is under 4 months old.  The only issue I may be having is an underpowered PSU for my new tech, but I believe that the stuttering is because of the update, and my desktop freezing(forcing a manual hard power off/on cycle) is an effect of the PSU inadequacy.  I'd like to cure both problems, but one at a time.
