Windows 10 Stuttering with new update

Hi,

I gave my parents my custom PC of 8 years to them. Starting having the shuttering issues mid/late last year. Over the Christmas holidays, I completed a fresh Windows install. Once I did that, the system ran great (as newly installed systems do). Came back and visited the family for Easter and my dad told me that the PC shutters and that nothing had changed (as if the work I did was for nothing.) Puzzling, I once again found the PC was shuttering. I found this thread and read through the pages of comments. This lead me to researching windows updates and uninstalling the first windows update after I completed the fresh install. 

For the other users out there, to check the update history and uninstall windows updates in CMD:

I uninstalled KB4562830.

After uninstalling KB4562830 followed by a reboot, system runs smoothly once again without shutter. I prior to rolling back an update, I did try disabling Notification Center, updating video and audio drivers. None of those had an affect. 100% a windows issue. Now I'll have to figure out how to disable windows update or particularly prevent this update from installing.

I feel compelled to reply to this. 

I tried probably 30 different things and multiple resets. None of which resolved.

My solution was to disable an old WLAN adapter that I don't use anyway.

Okay, so I updated to the latest version of windows last night, and discovered an issue IMMEDIATELY. Every few seconds my screen/audio/EVERYTHING stutters for a split second. It doesn't matter if I'm watching videos, playing games, not doing anything, it stutters. I've double, triple, quadruple checked that 100% of my drivers are fully up to date, and that I have all of the latest security and graphics updates and made sure nothing needed downloading or updated at all. It still stutters. I've tried absolutely every solution I could find on the internet. Still Stutters. 

Where things get interesting is when I roll back the update to the previous one. It works perfectly fine with absolutely no stuttering. I went back to the new update, and the stutter happened again. So it is definitely the update that is the issue. But just to be completely sure, and hoping to rid the issue, I factory reset my PC and then reinstalled the update. Surprise surprise,  the stutter happens.

So what in the heck is the issue!? And is anyone else experiencing this problem? I'm worried I might be stuck with it until another month or two from now when Microsoft does their next decent sized update, and I need to solve this problem ASAP.

I FIXED IT!! I knew it was a driver issue since in safe mode it's completely smooth. So i tried to update and downgrade a lot of different drivers and finally it was the AMD display driver that was causing the problem. I disabled it and it INSTANTLY stopped stuttering!! I had to downgrade it to Microsoft Basic Display adapter driver for now but at least it is buttery smooth now no more stuttering!

I know this is an old post, and I am not sure if there was a solution found, but it came up for me on Google when searching this issue.  My PC did a Windows update a day or so ago, today it is stuttering, the mouse, the apps etc.  The fan is coming on when this happens and then goes off again once the stutter stops.

I sat and watched the task manager for a minute or two with the CPU tab clicked to see what apps were using the most CPU.  Turns out there was this app - DSA (32bit) which is the Intel Driver and Support Assistant - which was spiking the CPU to 115%, this was causing the stuttering.

The solution was to uninstall the Intel Drive and Support Assistant, I also uninstalled the Intel Computing Improvement Program, and the Microsoft Telemetry from the group policy as these were spiking a bit also.

It may be worth watching task manager when the system is stuttering to see which app/process is potentially causing it.
