Thanks for posting this - though I don't consider it a solution for a fleet of 100 machines.
I can't imagine someone with 500+ dealing with this.

I have a few Windows 10 Pro x64 1903 (with 2019-05 or 06 cumulative update) having an issue where when you use the modern Settings app > Devices > Printers & Scanners, when you click on an existing printer, the printer below it does not drop down making space for the the "Open queue" and "Manage" buttons, instead the buttons overlay the lower printer, but won't allow you to click on the buttons, therefore you can't manage the printer.

To resolve this for the Microsoft Print to PDF and XPS print queues, as well as the Windows Fax driver:
3a. For the XPS driver, uncheck the box for "Microsoft XPS Document Writer"
3b. For the PDF driver, uncheck the box for "Microsoft Print to PDF"
3c. For the Fax driver, expand "Print and Document Services, then uncheck "Windows Fax and Scan"(Note: I do not know if this removes user settings, I've never used it to find out).
6a. For the XPS driver, check the box for "Microsoft XPS Document Writer"
6b. For the PDF driver, check the box for "Microsoft Print to PDF"
6c. For the Fax driver, expand "Print and Document Services, then check "Windows Fax and Scan"
In my testing, this fixed this issue for those three specific queues. Incidentally, it also appears to have fixed the problem for another USB connected HP printer as well, but that may have been coincidental. If I have an opportunity to test further, I will follow up.
Other print queues that are software driven, like the Quickbooks PDF driver for example, might need to be removed and reinstalled using the tool from Quickbooks. Again, I have not tested this.
If you're feeling brave, you could try removing the specific problematic driver from the print server management, as well as the printer port it uses before reinstalling.
**EDIT**
Further testing shows that the fax driver should be done separately from the other two as it requires a reboot when you remove it. If you do not reboot when prompted, the issue will not be resolved.
It's lovely to report that after forcing our PC's to this update, it is still an issue 2+ months since release. What a joke!
For S&Gs I tried this powershell script. Nope, it did nothing.
It is a UI problem. Tab to the manage button and you can get to it. Otherwise Microsoft UI is so poorly realized it is amazing it works at all. Microsoft has lost their way and we suffer because of it. It amazing to think the running that ridiculous PS script would be the solution. Just shows you how far off Microsoft is from the real world.
