Microsoft Store and various apps don't work in Windows 10 version 1903

Since old threads tend to get locked, not allowing more replies, let me say to anyone who comes here from a Google search:

It doesn't look like this problem is going to get solved.  It looks like the Windows installation has to be scrapped and a new clean install from scratch has to be done, followed by reinstalling all applications and repeating all settings of all applications etc.

Here's the original question:

Microsoft Store and around a dozen other applications don't run.  I tried a lot of things including doing an in-place upgrade from Windows 10 1903 to Windows 10 1903 keeping all files and apps.  What it kept was the inability of these applications to run.

Start - Settings - Applications shows around a dozen unnamed applications attributed to Microsoft Corporation.  However, Microsoft Store itself is not one of these.  Microsoft Store is displayed in the list of applications, but doesn't have any size (not 0 bytes, but no size displayed at all), and was updated 2019/06/04.

The command wsreset gives an error message.  The specified device, path, or file cannot be accessed.  There is a possibility that the item can't be accessed because of a permissions problem.  However, I've observed that the Windows folder doesn't contain the subfolder needed by Microsoft Store.  The in-place reinstallation of Windows 10 1903 did not create the necessary subfolders.

sfc /scannnow etc. also do not create the necessary subfolders.

This PC originally ran Windows 7 Pro Japanese and subsequently Windows 10 Pro Japanese.  No other language version has ever been installed on this PC.

    Well - do you click for the Security Intelligence Updates - or do you just let them come in? Clicking gets more of them. Whether I click for one at "Start, Settings, Update & Security, Windows Update" or at "Defender, Virus & Threat Protection, Check for Updates", it always appears both places...

    I guess there is a possibility they will show only in Reliability History, if they are allowed to come in on their own, i.e., you don't click for them. I can think of nothing more.

    BTW, I don't see the terminolgy "Tustworthiness and Problem History" anywhere in my Home Edition. I see only "View Reliability History" at "Control Panel, System & Security, Review Your Computer's Status"...

    (1)  Does your computer maintenance seems to be running well there?

    (2) Are any problems reported there?

    (3) What is at "START, Settings, Update & Security, Troubleshoot"...

         (a) Does it recommend anything?

         (b) Click the "Recommended troubleshooting settings button" to tweak them. 

    Sounds like critical problems should be getting fixed no matter what this setting is.

    I newly opened Settings - Windows Update - Show Update History and the latest version is

    Windows Defender Antivurus Security Intelligence Update Program - KB2267602 (Version 1.299.2119.0),

    installed 2019/08/15.

    The Tustworthiness and Problem History shows that versions 1.299.2303.0 and 1.299.2316.0 were installed by Windows Update on 2019/08/18.

    Skype was updated today, 2019/08/19.

    Windows is no longer trying to repair the Store or the Calculator.

    Mine always shows in both places. All I can think of is to refresh the screen, if it had already been open. Mine is Home Edition & will only notify of an update if it requires a reboot.

    The Trustworthiness and Problem Report (under Control Panel - Security and Maintenance) says that Windows Update installed an update today, Windows Defender Antivirus Security Intelligence Update, KB2267602.  However, Windows Update History (under Settings

    • Windows Update) does not list this update.  Also Windows Update is supposed to notify me before updating (this option is still available in Group Policy) but Windows Update did not notify me before installing this.  I would have approved installing this update (and all others) but I am supposed to be informed.

    However, Windows Update has still abandoned its former efforts to reinstall the Store and some Store apps.  It looks like Microsoft knows they can't fix it.

    (1) Sorry, I got confused. Well, I looked & could find nothing helpful about PDFill. Sorry again. And I'm dead in the water on the Store problem. But, if I run into anything, I'll definitely be back.

    (2) OK. Windows Defender does well enough with the test virus, just a tad sloppy & oddly inconsistent in its report. I wish it ended up saying "threat blocked" in all cases. But Microsoft continues to work on Defender. I think we do well to trust it. Definitely, I've got no more EICAR in the computer, except 4 shortcuts. Three go to the MSFT site explaining EICAR & the bottom one to the EICAR test site...
