Can't enable .NET Environment in Windows 10 1903

Well, this is a showstopper for me. I'm in the Release Preview ring & installed 1903 (18362.30) yesterday . Update went fine. No issues experienced.

Got a Cumulative Update to install today (KB4495666). Installed it & rebooted. Build is now at 18362.53. .NET framework was disabled & 90% of my applications will no longer run! In "Control Panel/Programs and Features/Turn Windows Features on or off", ".NET Environment" is unchecked. If I check it & hit "OK" it take about 10 seconds & says "Windows completed the requested changes". The .NET Environment, however, is still unchecked when I go back to "Turn Windows Features on or off" & >NET applications still don't work.

I've uninstalled all of the updates installed today (KB4495666 & KB4493478), but .NET is still utterly broken. I've read that this was an issue prior to the release of 18362 to the Release Preview ring but was supposed to have been fixed. Looks like this MAJOR bug was reintroduced with the cumulative update?

    Has anyone tried the following?

    Extract the contents of the Windows 10 1903 iso  (7-zip will do this for you)

    The run the following command from Powershell

    DISM /Online /Enable-Feature /FeatureName:NetFx3 /All /LimitAccess /Source:"<LOCATION OF THE EXTRACTED FILES"

    I know the 'enable features' aspect is broken but I've installed 3.5 using this method.

    While you were still on v1903, did you happen to install the recent .NET update? I was wondering if that might also fix .NET.

    At this point, the only fix that seems to work, when nothing else listed here works, is to upgrade to a recent 20H1 Insider build.

    This is going to be another interesting update! MS are still reporting "no known issues" & this unrecoverable bug is still doing the rounds.

    I updated to 1903 last weekend using the release preview ring, and today after a cumulative update, .NET was gone.

    I restored Windows 1809 using the previous version of Windows 10 option, mentioned above. However, .NET is still broken. Never encountered anything that would corrupt even the previous installation as well. Amazing bug.

    I stopped using Fast and Slow ring builds a while ago, but I guess I am joining the people who will never touch an insider build ever again. Sad day.
