I'm having the same issue. I have read and performed every suggestion in the 13 pages of replies (multiple times), and I'm still experiencing the issue.
When I run the Windows Update troubleshooter, it always finds the Background Intelligent Transfer Service off. ("Problem with BITS service : The requested service has already been started. More help is available by typing NET HELPMSG 2182.") I have
twice followed the instructions for fixing this issue (starting it and setting it to Automatic).
When the MS Store fails to open, I am presented with an option to "Report This Problem". When I click that, and try to switch to the "Feedback Hub", I get a page asking me to "Allow Feedback", with a "Settings" button that takes me to a "Diagnostics and
Feedback" page. I have repeatedly enabled all reasonable settings, but still have the problem.
So if anyone has thoughts on additional troubleshooting I can try, I'd like to hear them.
