Microsoft Store Error Code: 0x80131500

When I try to access the Microsoft Store I get Error Code: 0x80131500     CV: 0H5MOZaq8Uye8k8W

I've tried wsreset.exe- no success

I've tried https://support.microsoft.com/en-us/help/4027498/microsoft-store-fix-problems-with-apps - no success

I've tried to reset my region, language, and speech - no success

I've deleted the contents of the download directory and the datastore directory in c:\windows\softwaredistribution - no success

Ideas?

Before you go through all of the Ultra-Geeky hassle (and possibly dangerous) methods above, try checking your Internet Security settings as outlined below:

Possible Fix:

Search for "Internet Options"

Open the App

Select the "Advanced" Tab

Scroll to the Bottom of the List where you can see "Use SSL/TLS"

UN-Select SSL 3.0 and TLS 1.0 and 1.1

SELECT TLS 1.2 and (If Available) TLS 1.3

Click "Apply"

Click "OK"

Reboot Computer

YMMV

    For most, Step 2  works well to resolve this issue, but not for all.  I am convinced this is caused by the Internet Protocol Communication settings of PC's, and not really a Microsoft issue.  PS: The last step is pretty dramatic as it is a complete wipe of your entire system.  Not sure that is needed, but perhaps.  Try all the other changes first.  VERIFY your changes.  I have been involved with this issue since about Page 4.  Do these things:

    Microsoft Store Error 0x80131500 (Store will not load and is unable to download apps)

    Not sure if you are still having trouble, with 25 pages of stuff to do this is frustrating for sure.  I tried most all of them with no success, but finally did resolve the issue.  Here are the suggestions that do work.

    Step 1:

    Windows Services:

    Click / Select:   The Windows Search Bar in the Lower Left Corner of your Desktop

    Type:  Internet Options (type Internet Options in the Windows Search Bar)

    Select:  Advanced Tab (it is on the far-right side upper tab of the window that opens).

    There you will have a very big menu of items to check for your particular internet connections. 

    Ensure all the following Windows "Services" are running and they are set to Automatic.

    ·        Computer Browser

    ·        DHCP Client

    ·        DNS Client

    ·        Network Location Awareness

    ·        Function Discovery Resource Publication

    ·        Plug and Play

    ·        SSDP Discovery

    ·        Storage Server

    ·        Server

    ·        UPnP Device Host

    ·        TCP/IP NetBIOS Helper

    ·        Workstation

    Please follow the steps outlined below this list for instructions on how to make changes if needed. 

    **Restart:**Restart the Computer, bring up Windows Services again and Double check your work.  

    Step 2:

    SSL and TLS Certificates / Protocol Changes

    So, after many tries, I've found a solution that worked for me and I hope will work for you too (and for everyone will read this post).

    In my case the problem was caused by TLS certificates. I solved in this way:


    1 - click on STARTand type "Internet Options"

    2 - click on it and when a new window will pop-up click on ADVANCED

    3 - scroll down till the end

    4 – Unflag (EMPTY BOX)"Use SSL 3.0", "Use TLS 1.0", "Use TLS 1.1" UNFLAG THEM ALL

    5 - Flag (Check Box)"Use TLS 1.2", "Use TLS 1.3 (experimental)"

    6 - click on APPLYand then close the window

    7 – RESTART the Computer then check to make sure the settings are correct


    Step 3:

    Ethernet Settings:

    Type "Ethernet settings" in the Windows Search bar.

    Then select "Change adapter options" under Related setting.

    Right click on whichever network you are currently connected to then select "properties". A window will pop up.

    Under the "Networking" tab of that window, select "Internet Protocol Version 4 (TCP / Pv4) and select properties. Another window will pop up.

    In the bottom half of this window, select "Use the following DNS server addresses".

    Insert 8 . 8 . 8 . 8 in the Preferred DNS section and 8 . 8 . 4 . 4 in the Alternate section. Then select Ok and close all the windows.

    Launch Microsoft Store and see if it works.

    If it still doesn’t, you may need to restart your PC and relaunch it.

    If the above method was unsuccessful, another method you can try is using a VPN program like Cyberghost or Others.

    Step 4:

    Location Privacy Settings:

    Type:  Location Privacy Settings (in the Windows Search Bar)

    Right Click on the App it brings up

    Select:  Location (if it does on open the App)

    Click / Set:  Allow Apps to Access Your Location to ON

    Set / Enter:  Enter Your DEFAULT LOCATION

    ****Note:  Something to think about if you travel in different countries with a Laptop.  Many have found this is the reason they are unable to Download from Microsoft Store.  SEE STEP 6.


    Step 5:

    Adding Microsoft Store to the “Safe Program” List

    The items in black below (Bob's stuff) you should do also.  Be sure to read his suggestions carefully.  Some people have had trouble if their Internet (usually office) is running WLAN.  To see if you are on a WLAN.  Click the Windows Symbol lower left, then select Network and Internet.  In this window you MAY see WLAN on the Left Side Bar menu.  You may just see Wireless.  They are similar but different.  If you have WLAN you will need to go to the section where you add programs (addresses) that are safe.  I believe Microsoft Store is www.windows.com.  might be different.  Add it to the list.  Possible that your IT Admin has this locked.

    Step 6:

    Set / Change Region Code:

    Setting the Region Code is very important.  This is usually set to the Country where the Windows License was first started.  You must set this to the country you are in now

    Type: Region in the Lower Left Windows Search Bar

    Should bring up the Region Settings App.

    Change to the Region you are in.  Make a mental note of the setting you find.  This could be your problem all along.

    Check Date, Time and Year while you are there and make sure they are right.

    Apply the Change

    Reboot the PC

    Check Microsoft Store to see if brings up Apps to use

    Step 7:

    Check / Change Proxy Server:

    This was added from a user who said it fixed the Microsoft Store Error.

    Click:  The Windows Icon in the Lower Left Corner.

    Click into:  The Windows Search Bar (should be shown in the Lower Left Corner)

    Type:  PROXY

    Select / Click on:  Change Proxy Settings – This will bring up the Change Proxy Settings Window / App

    Make sure all Automatic and Manual Proxy Selections are turned:  OFF

    If you make changes Select:  SAVE

    Select / Complete:  RESTART of your Computer


    Step 8:

    Additional Possible Cause (from a Post around Page 23):

    One person who posted stated he had to do an ESD (Electronic Software Delivery) of Windows to correct this error.  This would be a last-ditch effort as it is a complete removal of the Operating System and then some.  This perhaps may address the issue. 

    When installing Windows, you will get to choose a number of options as to which disk and Windows Format to use.  The GUID Partition Table (GPT) was introduced as part of the Unified Extensible Firmware Interface (UEFI) initiative. GPT provides a more flexible mechanism for partitioning disks than the older Master Boot Record (MBR) partitioning scheme that was common to PCs.  I believe the GPT (GUID) is the way to go if it is offered.
