For me, it was the license manager service that wasn't started; couldn't find the "Windows Store" service so not sure if that was meant to be listed.
I did follow all the other steps in this page first (1-7) and disable tls 1.0 and 1.1 so it's possible they also helped but starting the windows license manager service was the last thing I did before the store would function again.
In my case, the store would display a page cannot be loaded error, try again later. Refreshing the page would show the contents temporarily. Signing out would let me navigate in the store but as soon as I logged back in (so I could download apps) I would
see errors navigating in the store.
Looks like Windows troubleshooter should be updated to detect the proper list of services that need to be running.
