I've tried wsreset.exe- no success

I've tried https://support.microsoft.com/en-us/help/4027498/microsoft-store-fix-problems-with-apps - no success

I've tried to reset my region, language, and speech - no success

I've deleted the contents of the download directory and the datastore directory in c:\windows\softwaredistribution - no success

Before you go through all of the Ultra-Geeky hassle (and possibly dangerous) methods above, try checking your Internet Security settings as outlined below:

Possible Fix:

Search for "Internet Options"

Open the App

Select the "Advanced" Tab

Scroll to the Bottom of the List where you can see "Use SSL/TLS"

UN-Select SSL 3.0 and TLS 1.0 and 1.1

SELECT TLS 1.2 and (If Available) TLS 1.3

Click "Apply"

Click "OK"

Reboot Computer

YMMV

Good Luck!

Sounds like you were able to fix Microsoft Store on your PC.  The Region setting is the most common reason for error 0x80131500 from the posts I have read, and responded to over the past several years.  A good number of these do involve Puerto Rico and surrounding areas.  Sounds like you are in this gray area of world currency and an unusual location.  Newer installs of Windows ask for your geographic area (after you have authorized, or not authorized, Windows to "trace" your location via IP).  It is a good idea to authorize your PC location when you install Windows to avoid trouble.  It makes sense once you know about the payment side of the Microsoft Store.  There are many more causes of this error, and most of them involve Internet and Network settings on the PC.  Perhaps update Windows 10 20H2 will resolve some issues, but don't count on it.

I am using Windows 10 Home.
The Store fails with Code: 0x80131500
I tried the various suggestions to fix this.
Eventually, I discovered the reason was my location was correctly set to Guernsey.
When I lied and changed it to United Kingdom, the Store no longer gives the error.

Guernsey is not in the UK but does used GBP currency and we use English (UK) as our language.

This problem probably also exists for Jersey.

The base of this problem goes back to the earliest versions of Windows 10.  Windows 7 did not have Guernsey as a known location.

Thanks for posting this!  Led me to research region as a problem.  Anyone from Puerto Rico researching this Microsoft Store error 0x80131500: just change your Region from Puerto Rico to United States.  That worked immediately for me!  See: https://answers.microsoft.com/en-us/windows/forum/windows_10-windows_store/when-region-is-set-to-puerto-rico-and-try-to-open/b480d8a7-cf35-4cdb-921b-bd9f6a07c2ce
