I must be doing something wrong because I always have the update fail with some BS error like this. What are the proper steps to run this tool?
I download the tool to the desktop. I'm on an Admin account. I insert a 16GB thumb drive. I format it. I start the tool. I point it to the thumb drive. During the phase where the files are copied to the USB, I get some stupid error like this:
Why are my steps not good enough? Where is the hole in my logic? Or is this tool just written poorly. I'd like to use stronger language here as I used to have to start it all over again and burn bandwidth trying this failed endeavor over and over.
I've heard people make it work by running the tool FROM the USB. Why would that matter? I've tried to write files to the thumb drive just after the format and before running the tool to make sure I have successful writes. Doesn't help.
As a workaround today, I left the error up for a bit. Tried to access the thumb drive and it said it needed to be formatted AGAIN! So I did. Then I just opened the C:$Windows.~WS\Sources\Windows and copied the files to the drive by hand. Made the dang thing myself! WHO WRITES THIS STUFF??

2019-09-16T01:09:19+00:00 The PS/2 PC was only one of my troubled computers. Best I can do right now is to write to the drive just before it gets to the point of failure and I'll test that when 1909 comes out. Still a little skeptical because I've had the drive open in File Explorer during recent failures. Not sure that keeps the drive awake though. This theory sound pretty plausible though I've never seen any of these drive sleeping issues in the past. I do believe it's a thing so I'm willing to check it.

2019-09-16T01:06:55+00:00 Hi all, so I was having this exact (well perhaps not exact, but at least the same error message) problem on an MS Surface 2 Laptop which was docked to the Msft dock. Each time the media creation tool was erroring out when moving to the write to USB stage.
I also tried this with my wife's surface tablet - same issue.
So I was like - what could be causing issues with the USB, so I tried it in the dock and also in the USB port of the laptop(s), same error, different USB devices, same error (really annoying). However, I disconnected the docks and everything else that was connected, run the tool and built a successful image on USB.
So wondering if there are any USB hubs etc. connected to your PC that could be contributing to the issue, it was a really annoying issue but fixed for me now. Native USB port on the device, no other USB like devices connected and working, connect the msft doc (which has a USB hub), doesn't work. So this for me must at least have been an issue with addressing the correct USB port and/or something in the creator tool is getting confused.
Not sure if this helps anyone else, but just read through the entire thread to work out what the solution to no avail, so if this helps someone from going through 22 pages then I am game. Hope this helps narrow things down

You are running a Microsoft program on Microsoft hardware and it fails.
Looks to me like Microsoft has a problem.
Maybe they could fix it.

Look on device manager USB controllers.
I'm sure you will see the internal USB Hubs.
Each one has its own power management.
The fact that you don't have anything else on the USB ports is one more reason for the USB to go suspended, if you had the USB mouse and keyboard that may prevent it from going suspended.
All my machines have a USB mouse and keyboard.

Good catch!
Your description seems to fit the scenario of the USB ports being suspended.
This problem is not new to windows 10, it has been reported also back with windows 7.
It does not apply only to external USB hubs, but could also affect internal USB hubs depending on the driver they use.
What is still unclear is which USB hub drivers may be causing this and how long it takes before they are suspended or the power is cut off or reduced to the USB ports.
In many reports about USB problems they suggest to disable USB Selective Suspend and also change the power management on the USB hubs to NOT "Allow the computer to turn off this device to save power"
Unfortunately I cannot find any specification about the time of inactivity that may cause the suspended state.
Perhaps it is the same time set for turning off the hard disk ?
The other possibility is that the voltage supplied to the USB device may be lower depending on which port you use or how many devices are connected to the USB hub.
