I had the same issue and I used the "Create Windows 10 installation media" to perform an "upgrade":

Hello everyone,
this is the first update since upgrade to 1809 that fails to install. I tried everything. Manual downloading, but even manual installing at the end just shows message, that the update couldn't be installed, without any errors. At Windows Update, it's shown an error 0x800f0982. I've done sfc /scannow, no corrupted files. I've done Restorehealth etc, and the error is still there. This is the first time that has happened to me. So should I wait for next update? Or what to do?

2019-04-14T16:25:55+00:00 The clean boot doesn't work. Neither does clearing the Windows Update files. So any other solutions? Or just wait for 1903 upgrade?

2019-04-12T20:21:49+00:00 Try this if you haven't, under Update & Security click on Troubleshoot and then Windows Update and see if that will find your problem.

2019-04-12T16:48:10+00:00 It didn't even install. The Windows searched alone for updates and started downloading, but never installed. At installing came to 100% and then dropped an error.
