2019-04 Cumulative Update for Windows 10 Version 1809 for x64-based Systems (KB4495667) - Error 0x80070005

Have been trying for several days now trying to get this latest Update to install.  I've read every post I could find online, run every batch file to reset/clear updates services, run sfc, run malwarebytes (all clear), ran Dism utility, and finally reinstalled Windows10, twice - once from old iso about a year old, and one from a new download from MS yesterday.  Still won't install!  (Did reinstall Win10 keeping apps and data files.)

All Batch Files did what they were supposed to do, pretty sure anyway, resetting Windows update services.

SFC found nothing.

Clean Boot removing all services didn't help.

Dism /ScanHealth came back finding a repairable problem, but /RestoreHealth freezes around 86.5% and gives me a timeout error of 12002.

Malwarebytes found nothing.

Both re installs of windows 10 went without a hitch, and all updates EXCEPT Cumulative Update downloaded and installed properly.

I also found in one of the posts a batch file that was supposed to reset all permissions, which the above error supposedly indicates, and it went through without any errors, but still nothing.

Any other suggestions would really be appreciated.

    Hi RahulKAR,

    I already had Windows Update Service stopped, so I did a Disk Clean-up (everything except downloads), but as usual installation failed, both manual installation of standalone and retry from setup menu.

    If you hear of anything else feel free to let me know, hopefully someone will have an answer, or update to 1903 will solve the problem.  It would still be great to have a solution in case this ever happens in the future.

    I found something on internet for checking disc, that helped alot of people. Try it:

    I had repeated (14 times!) failures to install KB4487044 with code 0x800f0922 (though in my experience the code tells you Nothing). Many iterations of resetting Windows Update and other fixes, including a manual install and running the downloaded script from yourwindowsguide.com mentioned above, made no difference.

    But that script included several SC SDSET commands not mentioned in other fixes, and those all threw errors: "The access control list (ACL) structure is invalid."  Well golly, that didn't sound good.

    So I ran CHKDSK in an Admin prompt like this:

     chkdsk c: /sdcleanup /offlinescanandfix

    That restarts and runs standalone (because C: is in use), and gives no report, but ... drumroll ... IT WORKED!  WU was healed!

    This also worked on another machine that had the same problem - same update - though it is used less often and had failed fewer times. But other fixes hadn't worked there either.

    So from now on, when WU repeatedly fails, I'll try CHKDSK. Couldn't hurt, and a lot better than a reinstall.

    This is the first cumulative update that I've ever had a problem with, installation wise anyway, and it's really turned out to be challenge.  Same goes for me too, if you find a solution, or someone else having the same problem knows of a solution, please let me know.  I know that when 1903 update comes out I'll probably jump right in and try to install it,  just out of curiosity.

    Try this once as a last resort.

    1. Stop Windows Update service in Task Manager's Services tab. It again starts running most of the time, so do check and stop it from running.
    2. Open Disk Clean-up and tick all those that you feel needs to be removed or leave the default selected ones. Then clean them up. 
    3. Then restart the service and install the KB update manually.

    The main thing is that Windows Update service should be stopped during this process.

    Hmm, I was also very confused, because 2 last updates on version 1809 also didn't install. Everything before these cumulative updates installed perfectly. I am suggesting you, wait for 1903 and then upgrade. But don't upgrade immediately, wait at least few days. I will do so, because like you, I also tried everything and the error of not installing is still here, so it's either something in windows files or I don't know where the problem is. But if you find solution, let us know. If you're really annoyed by checking updates and that it fails everytime, just hide updates at this link > https://support.microsoft.com/en-us/help/4026726/windows-10-hide-updates-or-driver-updates and download this troubleshooter. :)
