I think I have the same problem? The adaptive brightness option is missing and google says that that's the problem in my windows. I just recently updated windows, and the brightness keeps on randomly going up and down and it's making me really frustrated. I tried googling why and google keeps on telling me that it's the adaptive brightness, but as I said, I don't see the adaptive brightness setting anywhere. I hope this gets fixed because the brightness going low and high hurts my eyes and makes it uncomfortable.

I had same problem until I re-installed Intel UHD Graphics card.

Make sure you download and update this driver.

No, the original question asked how to turn off adaptive brightness so that the brightness will be on 100% even on battery.

Anyways if you want to turn it on use this command:

    1. To enable - On battery:

    powercfg -setdcvalueindex SCHEME_CURRENT 7516b95f-f776-4464-8c53-06167f40cc99 FBD9AA66-9553-4097-BA44-ED6E9D65EAB8 1

    And press enter

    1. To Enable - Plugged in

    powercfg -setacvalueindex SCHEME_CURRENT 7516b95f-f776-4464-8c53-06167f40cc99 FBD9AA66-9553-4097-BA44-ED6E9D65EAB8 1

    1. To apply changes:

    powercfg -SetActive SCHEME_CURRENT

If the screenshot from the intel control panel is from your PC, the option is there. Set "Display power saving technology" to "disable"
