Same 3 day problem, for me, with a desktop and laptop. I'm with BT, so went on live chat tonight; very helpful person took just 4 minutes to check the hub and contact Microsoft. He confirmed that THERE IS A PROBLEM AT MS's end ( certainly wrt BT ) and it will be about a week before it's fixed. I guess the problem may well affect other providers as well. Non of the other alternatives I tried had any affect ( Windows Update troubleshoot, mobile phone hot spot, DNS to 8.8.8.8 ). No way would I go as far as reinstalling windows / safe boot etc! ).
Windows UPDATE "We couldn't connect to the update service. We'll try again later, or you can check now. If it still doesn't work, make sure you're connected to the Internet."
What were the steps? I just updated THREE computers and NONE of them are able to connect to Windows Update. I did an "in-place upgrade" on one of them and it did not resolve the problem.

And, yes, I am connected to the internet. This is very annoying. If it is an issue/bug (and it must be) how does MS plan on rolling out a fix if users cannot connect to Windows Update? I have tried all the known fixes out there (stop/start services related to WU, run various commands in an elevated command prompt, perform an in-place upgrade, you name it. Nothing works).

My ElitePad has now Updated, after some delay, without me doing anything further.
At one point, an update download was attempted by the server (MS Net Framework Update) but this petered out.
However, it does now seem to have sorted itself.
I am sure that MS are well aware of the problems and that their technicians have been giving it some priority !
I am not one of those people who delight in knocking Microsoft, I use E3 Enterprise Office 365 and have Windows 10 on three PC s and Office 365 on other devices.
On the whole, I find the Platform good to work with and like the many compliance and other standards which are built into the MS System.
However, MS can be a little ponderous sometimes in dealing with this type of problem and do not always communicate quickly with end users, in my experience.
However, the grass is always greener on the other side and other Platforms have their difficulties also !
The trick is to not be over reliant on any one Platform, in my view.
I have access to all the main platforms and make sure that I can switch over, should a snag occur on any one of them.

This has worked for me on the two machines I have tried. Quite why the DNS resolution provided by my ISP is failing remains a mystery.

2019-02-02T16:49:04+00:00 I am in UK and have been having this problem for 3 days now. After trying various things to no avail I eventually changed my DNS to google i.e. 8.8.8.8 and 8.8.4.4. and did a restart. This seems to have done the trick! I can only assume this IS a problem with Microsoft!

I've just used the "change default DNS" solution (I used the google DNS: 8.8.8.8 & 8.8.4.4, but others available), mentioned elsewhere on the internet, it worked for me (on two devices). Now changed back to original settings (i.e. using ISP default DNS) and still working (on both). Didn't even need to reboot, just changed the settings, triggered an update successfully, then restored the settings.
Such a pity Microsoft haven't tried a little harder to keep users informed.
