It's not a fix, only for some.

I specifically opened OneDrive, signed in, disabled "Files on demand", tried backup again and still the same bloody error.

To summarise my lucky successful workaround:

01: I am home user, no network except laptops internet over pass-thru cat 6 cabled powerlines.

02: Onedrive was and is disabled in Startup. (Its presence always irritated me as I never intended        to use it) though OneDrive is registered to my Office2016 account.

03: So Onedrive was never running when the problem originally occurred.

04: In my unknowledgeable quest for the option "Files on demand", viz.

       OneDrive > Account > Choose Folders > I additionally untick'd everything here.

05: I eventually found the option "Files on demand" which I also unticked.

06: Your continuing problem made me nervous, so I retested to both USB3 Portables today.

07: Both worked, the 2nd after a W7 Backup change settings.

        "Files on demand" remains unticked.

08: I just turned "Files on demand" back on again, retested on the 2nd portable and it worked.09: I loaded OneDrive App - says "OneDrive is up to date and all files are in sync."

    10: I left Onedrive running with "Files on demand" ticked;

Retested on the 2nd portable again and it worked! So I give up.

I am sorry this didn't work for you.

If I can help by confirming any other settings, variables or whatever, just ask.

I am retired so time not an issue for me.

    Best regards..

This IS a problem with OneDrive, Files On Demand**,**Uncheck this option.

    This workaround resolved my problem!!!!!!!!!!!

    (W7Backup >>>>> 97% then 0x80070013) on 1 of 4 pcs.

    Thankyou very much.

I am Home user, 3 laptops, 1 desktop, all backing up using W7 backup to the same two 4TB portables weekly via USB2/3.

No server involved. Only one of the 4 (my laptop ha! ha!) began failing after the October 2018 update.

Thankyou soooooooooooo much for sharing this bug workaround. (I am reluctant to call it a fix)

    I am so relieved.

Reviewing the log located in the folder C: \ Windows \ Logs \ WindowsBackup I was able to reach the following conclusion:

WindowsBackup consists of 2 stages depending on the configuration that each one selects, if "let Windows choose (recommended)" was selected, the program creates a system recovery image as the first option and from the second it executes a copy of the files of the user. When checking in the logs folder you can see two files per WindowsBackup execution, one indicates the result of the creation of the recovery image and the second indicates the result of the copy of the user's files. By reviewing each file you can verify that the creation of the recovery image ends correctly, and the failure is presented in the backup of the user's files, it is important to highlight that the user's files are also contained in the recovery image, only that the frequency with which this image is created is less than the copy of the user's files.

After finding this information I proceeded to change the configuration of my WindowsBackup, where I select "let me choose" and there I just select "include an image of the system of units" and uncheck everything else, the program ran without errors.

Finally to confirm that everything went correctly, make a total restoration of the computer with the last image of recovery just created and everything was correctly.

Although the copy of user files is a very important option, I have it covered by also activating the file history that keeps a copy of each file every time they are modified.

I hope this discovery can help you all

    Hello,

Starting with Windows 10 Fall Creators Update and later, you do know that Microsoft has completely deprecated Back-Up and Restore Centre (Windows 7) and the System Image Creation utility.

Using File History to back up or restore your files is recommended, but, if you wish, you can still create a system image by doing the following:

    1. Right-click the Start button, and then click Command Prompt (Admin) / Windows PowerShell (Admin).
    2. Type the following command and press ENTER:

wbadmin start backup -backuptarget:e: -include:c: -allcritical -quiet

For example, E: may assume that it is your external hard drive.

    Best regards,

    Michael Higham

    Hello,

I strongly recommend that you use File History to back up or restore your files, but if you STILL wish to create system images:

    1. Right-click the Start button, and then click Command Prompt (Admin) / Windows PowerShell (Admin).
    2. Type the following command and press ENTER; for example:

WBADMIN START BACKUP -backuptarget:e: -include:c: -allcritical -quiet

Note that E: may be your external hard drive.

    Best regards,
