Program or background process popup keeps appearing

For days I've been getting this popup window on my Windows 10 Build 1803 computer:

"The program or a background process quit unexpectedly. Would you like to send information to a developer?"

It occurs intermittently, often every 5-10 minutes, and is EXTREMELY annoying. When I click on it, it disappears with no results but keeps reappearing. I cannot figure out what program is causing this as all programs I use are accounted for. The machine has been scanned several times and there is no sign of virus or malware. There have been no new programs installed and Windows and all drivers are current. It's a total loss to me what this is.

Anyone have any idea?

The newest build of System Mechanic - version 18.02.486 -- released in mid-October 2018 finally puts an end to this most irritating problem.

It appears to be safe to use System Mechanic again.

I managed to get through the Windows Update Troubleshooter before a critical issue popped up.

I ran the Windows Update troubleshooter and found nothing wrong so I set everything up for a clean boot, restarted, and was immediately locked out of my user account. Windows refused to take my password to logon. I was able to logon to my second admin account, but for some reason was limited to what I could access.

I concluded my problem was undetectable malware or a virus. Whatever it is, it took over my user account, making it inaccessible and useless. Since I'd backed up my data and use a second drive to store information, I reinstalled Windows, taking it back to factory to make sure nothing remained.

So far I haven't had a repeat of that popup window and the system Is working fine. I'll keep monitoring everything.

Here is the screenshot of the error in Event Viewer. To make sure I got the right error, I cleared the events and waited for it to happen again. It never takes very long for it to repeat.

It's a little over my head but I'm wondering if it's virus/malware or a bad installation of Windows. The recent Windows feature update doesn't seem to have installed. I keep getting notices that it needs to be installed, I install it, but the notice comes back. Hence my belief that it's a bad Windows install.

Thank you for the prompt response. To get a detailed information regarding the screenshot that you've provided, let's check that in Event Viewer. Please type Event Viewer in Cortana > Click the Event Viewer app > Double click Windows Logs > Applications. Look for any errors and check the time that they appeared. Click the error/s and you will see information under the General and Details tab at the lower part of the screen. Kindly send us a screenshot. If there's a personal information, kindly remove/hide it. Should look like this:

Running system file checker in my regular account with all services on does not show any issues. I tried running it in safe mode, during a clean boot, and under a different login account and sfc scan will not run. The message I get on the PowerShell admin is "Windows resource protection could not start the repair service."

So I'm back where I started, a nonsense annoying popup.

FYI: THis is a picture of what the popup looks like. Might help someone solve this.
