If someone needs troubleshooting help,
Attempt using the ISO file/Media creation tool first. If it fails,
Share Setuperr.log and Setupact.log named from
C:$Windows.~BT\Sources\Rollback\
and
C:$Windows.~BT\Sources\Panther
You can open the folder by typing the path in Run or showing hidden files and viewing through explorer.
Use Onedrive/Google Drive/Mediafire to share the files and drop the links in the next reply.

Thank you for looking at my problem
I tried Windows media creation tool and it failed the same (about 3 times)
Strangly C:$Windows.~BT\Sources\ only contains Panther and no Rollback folder.
In panther the setuperr.log is empty
Other Actions from other threads taken so far:
*ran the troubleshooter and got:
Potential Windows Update Database error detected Windows update components must be repaired.
* Followed the task to stop services then rename SoftwareDistibution and Catroot2 to old and restart the various services.
* Ran Chkdsk with /Scan and then /f options. (disk errors were fixed).
* Ran DISM.exe /Online /Cleanup-image /Restorehealth
and then
* SCF/SCANNOW
Result was that SCF/SCANNOW ran clean but DISM failed with
Error: 0x800f081f The source files could not be found.
I have saved a copy of the DSIM log file.
On various threads I see different actions for 1803 update probs most of which I have now followed. But the DSIM error looks to me to be the likely cause to me. What do you think and if so how do I fix it?
Note: Each attempted retry of the update takes some hours so curently I have set metered connection.
